1994 Mercury Sable Fluctuating temperature

My temp gauge fluctuates up and down. I have not overheated. The heater blows hot so long as the temp gauge is at a low temp. No lights have come on. I'm guessing it's the thermostat but just wanted to verify. Any help you can offer me?

check coolant level. if OK you should remove and test the thermostat in water over a stove before replacing it.
