1993 Mercury Sable Safety ins. Failure

I reciently had a safety inspection done on my car and was told it failed due to the brakes. On the front my braking power was 100%, on the driverside rear it was at 100% and on the passenger side rear it was at 50%. I have four wheel disk brakes and new brake pads. How should I correct the problem?
