1993 Mercury Sable Cant get heat

I have flushed the heater core and changed the thermostat. The blower works great but i still dont have heat. Some mechanics say there is a heater control valve on the engine, some say there is not. Is this an actual part and if so where is it located on the engine. Also would you recomend changing it myself or have a repair shop do it?

No heater control valve those went out about 20 yrs ago. Problem is blend door vacuum operated actuator that seal off heater core from outside to provide heat.
