1992 Mercury Sable Nosie from P/S pump after replaced

Steering problem
1992 Mercury Sable 6 cyl Front Wheel Drive Automatic

I have just replaced a noisey, and leaking power steering pump only to still have noise from the pump and poor performance from the steering (loose). Any ideas? I was thinking maybe the rack is done?
