2004 Mercury Mountaineer 6 cyl All Wheel Drive Automatic

there is no voltage getting to the starter solinoid. but there is voltage getting to the starter from the battery. what is the cause of this? what needs to be repaired?

Is the solenoid on the inner fender or part of the starter?
