2003 Mercury Mountaineer heater coil

I am trying to determine how much it would cost to repair the heater coil in my truck. The system blows air but it is only cold air.

Hi:
Check this for me. With the engine running, hot, and the heater on high, feel both heater core hoses under the dash. Let me know if they are both hot.
