My Mountaineer has a problem. All my lights work except my headlights. I bought a new headlight switch and it didn't fix the problem. Can you help?

My truck has high beams but not low beams. I know this sounds simple but I can't get it to work. All fuses are good, brand new headlight switch and continuity is good. I don't know what to do. Can someone help?
