1997 Mercury Mountaineer Repair ?

1997 Mercury Mountaineer V8 All Wheel Drive Automatic

Are all 8 pullies supposed to rotate freely when the tension is removed from the drive belt? I have a 97 M mountaineer and had to replace the upper idler pulley, and the tensioner & pulley. Now the engine is sqeeling and smoking and I am not sure what I missed??

All suppose to turn freely or with a bit or resistance
accept one at the bottom (crank shaft pulley )
