2006 Mercury Monterey Traction control kills engine

At odd times, generally shortly after the engine has sat for 15 to 30 minutes (some times less) the Traction Control lights will come on and the engine RPM drops off to just a little above idle. It surges some thing like your running out of gas (but the tank can be any where above empty to full) and you have enough power to get to the side of the road. Put the cars in Park, turn off the key end, then immediatly start the engine, and all is fine until the next time she has a bad hair day. To this point it's just an annoyance but we have some BIG 4 wheel drive trucks in the hands of YOUNG kids... I hate to have this happen when one of those comes flying up behind my wife...
