with auto climate control on air blows out defrost and/or floor. AC is working ans there is some vacuum to control. what is the required amount of vacuum for the control to work properly?

Aprox 7psi. Based on the problem, it sounds like you are looking for a vacuum leak either under the dash or the hood.
