2006 Mercury Marquis V8 Two Wheel Drive Automatic

While standing, engine running, AC on, the engine heats up very hot within 5 minutes. The engine cooling fan is not turning. What should I do

It sounds like the fan clutch isn't working. It is what the fan blad is attached to.
