2005 Mercury Marquis Steering wheel spins

My steering wheel just spins freely. It does not turn the steering column. If I turn it several turns to one side the horn blows. The wheel will not lock when the ignition is off and the key out. I replaced the blend door actuator and when I put the dash back together, I had no steering. The only thing close to the steering column that I touched was a nut holding the dash to the steering column.

That is odd. Follow the steering shaft to the steering box to see if it is attached or moving.
