2002 Mercury Marquis Windshield Wipers have only high speed

What could cause the windshield wipers to have only high speed? No intermittant or low speed is available.
And what is the estimate to repair this situation?

If you do it yourself it would be about 150 for a new multifuntion switch, Autozone has wiper motors for about 70.00 and the module I am not sure about.
