2001 Mercury Marquis Windshield wiper parking problem

2001 Mercury Marquis Two Wheel Drive Automatic

The windshield wipers recently started parking in the upright position when turned off. No matter what I try, they will only park upright, not underneath the hood. Is this a problem with the wiper motor or a circuit controller?

99% its the wiper motor it self
had many and almost every one was a faulty motor
