1999 Mercury Marquis Wiper Motor

My wiper motor only works on the fastest setting and on off. No slow, med., or other speeds. The local parts store manager said I could try and add a new ground wire and maybe that would fix the issue. Is this a possiblility or do I have to repalce the wiper motor?

don't think extra ground will help anything here. need to follow steps below to pinpoint issue.
