My Brake pedal pulsates. I put new rotors on the front. still pulsates. Could it be the rear drums?

Providing that all the precautions for not warping your new rotors were followed, and that the new rotors wernt warped at the parts store, yes it's possible, however rear rotors on rear drive cars tend to make the seat shake!
