1998 Mercury Marquis Windshield wipers

The windshield wipers on my Mercury Gran Marquis park 180 degrees out of phase. In other words when you turn off the wipers they are right in front of the driver on the windshield. I don't know whether tio replace the delay box or the motor.

I changed the motor and no difference
