1997 Mercury Marquis HORN DOES NOT WORK

All of a sudden the horn is not working. I have checked the fuses under the dash and they all are okay. I don't know where to go from here.

Go to the horn connector make sure the black wire to the horn has a good ground.Then make sure the dark blue wire to the horn has battery voltage when you press the horn button.If all that's good then you have a bad horn.
