1996 Mercury Marquis replacing spark plugs

I believe the fuel injector rails need to be removed in order to replace spark plugs. I removed the bolts, but the fuel rails will not come off.

You have to work with it. It is kind of hard but I did it myself not knowing how to ever change oil or sparkplugs. I am a female.
