1996 Mercury Marquis Car cranks but won't turn over at rand

1996 Mercury Marquis 6 cyl Two Wheel Drive Automatic

My car will crank but won't turn over, however it only happens sometimes. I have a full tank of gas but it sounds like the engine is not getting enough fuel to turn over all the way.

Is it getting spark? If so, check for clogged fuel filter. If not, check your battery and alternator for voltage.
