1995 Mercury Marquis brakes

Just before I come to a complete stop my brakes beging making a horrible noise and begin pulsating violently. Is there a cheap fix, or can the ABS system be disconnected.

The best way to bypass the ABS is to pull the fuse for it, either under the hood, or in the interior fuse block. It should be marked, if not consult the manual.
