1995 Mercury Marquis brake lights and directional signal

Electrical problem
1995 Mercury Marquis V8 Front Wheel Drive Automatic

both brake lights and directional signals stopped functioning at same time. All other lights are working. Cannot find a flasher. Is this possibly lighting control module under dash, or turn signal module in steering column?
There is an after market towing package installed but no problems for years with it.

Try and push 4 way does it work
flasher at left under dash
if flasher OK suspect multifunction switch

sorry, there is no flasher under the dash in 95 Merc Marquis. What is the 4 way you are refering to?
