1991 Mercury Marquis shimmy front left

Had a slight shimmy on front left ,since I needed brakes, I replaced the pads and rotors were smooth so no problem there. I also put two new shocks on since I was down there.lubed everything up,put it all back together ,but I still have the shimmy up and down when i apply the brakes. at low speeds not too bad,but ai high speeds when i apply the brakes its real bad

You should have replaced the rotors, they are warping under heat and stress.
