1990 Mercury Marquis heater control valve

The heat/defrost does not work on car. I flushed heater core out and it flows well. The air blows out of heater box with heat turned on. The door operates well off cable from controls.I have been unable to find the heater control valve. Could you tell me where it is located and if this might be the problem?

first feel the heater core hoses, if they are both hot then it isnt the HCV if none are hot then it is either that or a bad water pump/thermostat.
