1988 Mercury Marquis Idle Surge

Hi, My vehicle surges in idle(and sometimes stalls) on first start up. It even does this after being parked for an hour after a long drive.I havent seen any backfiring or smoke from the exhaust, and the CEL doesnt come on except normally at time of start up.

i would get that scanned for codes and see if its storing any, since the cel light is on.
