Still over heating

i have a 1985 mercury cougar 302 v-8 and we have replaced the water pump and the thermostat, why else could it still be over heating?

Plugged Radiator, Check to see rad is hot on top and cools towards the bottom, If it has a clutch fan spin the blades while engine is cold, the after warming up,
any difference?
