2001 Mercury Cougar Is it my clutch

When i change gears, the engine reves up before jumping into gear. I checked the Clutch fluid and its full. Whats wrong? How much will it cost me?

Sounds like it is slipping. My labor guide shows 8.5 hours of labor to do the clutch and the kit is around $500 for a new one, not a reman (strongly suggested)
