2001 Mercury Cougar Fuel Pump

I was driving a few days ago and my car died. It felt like it ran out of gas, but there was 1/4 tank. I had an experienced friend look at it. He said it was the fuel pump. We replaced the fuel pump, it still didn't work. We made sure that the new fuel pump was good, and it was. My friend said that there is power going to the fuel pump, it is just not pumping. He checked the fuel filter and all of the fuses. What could it be??

If its getting power and the pressure is within specs-it should fire up-try checking for injection pulses
