I have a 2000 mercury cougar and sometime when I am stop it idles real rough like it is going to die but does not the eng light does not come on but it does not happen all the time

Check all of your vacuum lines and fittings for leaks. (Including the line to your brake booster)

Then check your fuel pressure regulator by pulling the vacuum line and looking for the presence of fuel. If there's any, replace it.
