1999 Mercury Cougar fan speeds not working

with my 99 Cougar, the heater fan just stopped working except for the highest setting, does anyone know if this is a switch problem or blower motor issue? thanks for your help

need to replace blower motor speed resister
Its under right side of dash near blower motor
