1996 Mercury Cougar relay switch location

Replaced the thermostat and fuse but the engine still begins to over heat, water begins to overflow. It
seems that the fan will not kick in unless I turn on the A/C blower fan.

Do you beleive the relay switch is bad, and if so where is it located so taht I can replace it?
