Replaced the motor and still have same problem. Is there a module or relay that might be the issue?

No relay. Switch may be causing circuit to remain open or faulty wiring at the switch or motor.

I have disconnected the switch harness with the same effect. The motor runs all of the time. When I turn the switch on the speed does change.
