1991 Mercury Capri fuel pump not getting power

1991 Mercury Capri 4 cyl Front Wheel Drive Manual

i had a different engine installed. It will run as long as you feed it fuel. Checked fuse under hood it's ok no power going to fuel pump as far as I can tell. What should I try next thanks for any input.

Changed the fuel relay and fuel pump. Spark at the plugs is orange. I do have fuel at the filter going into the rail but nothing on the plugs. The guy that installed the motor changed all injecters. Could it be the ecm? Thanks
