What is the problem and how do I fix the non-operable, two electric cooling fans in front of the radiator that are supposed to activate upon activation of the car's A/C? The fuzes and relays are fine and the fan blades turn freely by hand.

First thing to check is that you have power going to this circuit. If you have power at the electrical connector for the fan then your fan has burned out and needs to be replaced. If you have no power at the fan or fuse for the circuit let me know and we will start tracing the circuit back.
