1997 C-230-Wiper Arm is erratic

Have 1997 C-230, 196,000 mile, 4 cyl, the wiper arm works normal and then suddenly starts stopping, sticks for a minute and then starts again. Is it the motor or arm?

Could be one of both I will start with the arm could be crossthreaded or the nut is loose.
