on my mercedes e-320 when the hood release handle is pulled from the inside of the car the release on only one side of the hood will release the other side will not, is there a manual release to open the hood

There is no manual release on this vehicle, however if you use a set of vise grips to pull the cable release cable on the inside you should be able to get the latches to release.
