Fuels are getting better all the time and additives are always being reformulated. It might help to understand that premium fuels do not increase power. The anti-knock additives that increase the octane rating allow engineers to TUNE for more power. Higher octane fuels actually are harder to ignite. If you have a gas engine, when the tank is only half full, fill with the next lower grade and see how the engine performs. If nothing unusual is observed, next time fill with a full tank of that grade. Keep working your way down to lower octane fuels as long as no adverse effects are observed. If your car runs fine on the lower grade fuels, chalk it up to the engineers being precautionary or the fuel additives have gotten better.
If you have a diesel engine, you can do the same with cetane ratings. The main concern here is higher quality fuel is cleaner and is less likely to gel in cold weather. Knocking is not an issue because that's what is needed to ignite the fuel. The fuel is injected exactly when it is supposed to fire.
