1 inch behind air filter lid wingnut, is a hole w/ a rubber gromet directly above a metal tube, that goes through the air filter housing, into the intake manifold. Should there be a valve or something on that tube? Right now, it is open to atmosphere, and I believe dirt can enter through it.

That hole is for a 3mm hex T-wrench for adjusting the carburetor. You set it for the fuel adjustment.
