1983 Mercedes Benz 300sd belts

I am attempting to replace the belts but the alternator wont swivel. I loosened the tension bar and the two retainer bolts but it seems to be hitting or sticking on something. do I need to fully remove the lower bolt?

you do not, you are forgetting about the bolt on the back.
