HI on the 190e which I bought a few days ago there is no heat in the car. The fan works fine and at most I get luke warm. Rather upsetting as I just purchased the car to get through the winter.

For a starter could be missing a thermostat or its stuck open preventing the engine to come up to its normal temperature and a clogged heater core
