2003 Mazda Truck Fan Belt??

I own a Mazda Etude 16ie a/c. The car makes a screaming noise, mechanic said that is the Fan belt or V-belt. Both belts replaced and tightend but its still screaming. What can be the problem??

Remove belts and start engine does it make the noise ?
If yes its not the belts and have them look for the cause
if no
check crank damper pulley and if so need to have it replaced
