1989 Mazda Truck Gas Pedal moves

Hi I have a b2200 that just had a new niki carb installed. Runs ok (not alot of power but ok) but sometimes when i'm driving but foot off the gas it will surge. While this happens the gas pedal will move down and up on it's own.
