What causes a roter moter to frize up?

It could be a apex seal failure. Put a socket and wrench on the crank shaft pulley and see if it will turn over. If it does it could a starter. Put the car in gear (if manuel transmission) see it the engine will turn over that way. If it turns over that will that will tell you that engine is not frozen.
