2003 Mazda Protege Low beams not working.

Hello, My low beams went a bit dim for a few weeks and then finally went out. My high beams and fog lights still work fine. I checked the high and low beam fuses under the hood with a multimeter and they were both fine. What do you think could be causing this? Thank you! Chris

check the head lamp relay. may not be likely but also check the bulbs themselves.
