When I turn on the heater, a loud squeal comes from the area of the fan belts and pulleys. It gets louder as I accelleraate than goes away. It will do it all over again when I come to my next stop.

Your generator belt is loose/worn you could try tightening it up. But it may be due for a new one.

It's not a heater problem it's your alternator belt. I have the same problem in my 96' protege. Countless people have this problem and the solution for it is unknown. If you tighten your belt it will stop it temporarily.
