2000 Mazda Protege 4 cyl Front Wheel Drive Automatic

When im driving on the highway going about 70 mph my steering wheel starts to shake. What does that mean?

Does it stop shaking if you go say 3 to 5 mph over 70? If so tire balance or ply seperation.
