Temperature hand drop whenever I take my foot off accelerator. I recently replaced thermostat thought was the problem but no go. Top radiator hose is hot but bottom cold. Rad is warm to touch. Any suggestions? Could it be water pump? Thanks.

I would be checking for a partly blocked radiator first.
