1994 Mazda MX6 Don't know what's wrong with brakes

Brakes problem
1994 Mazda MX6 6 cyl Front Wheel Drive Automatic

My 1994 Mazda is weak on the brakes, meaning, my brakes work poorly. I've tried changing the rotors and pads but nothing. It does not brake properly. Also, the car has to be completely warmed up in the morning or whenever in order for the brakes to function. If it's running cold, the brakes will not work at ALL!
What can this be and what can I do about it?

Check for vacuum leaks on the brake booster hose and the booster itself to include the brake master cylinder
