1991 Mazda MPV Idle speed

The idle speed of this van is erratic. The idle will stay high (1300-1800 rpm) even when the engine is well warmed up. It will stay high even after an 1-2 hour drive on the freeway but will come down to normal after sitting for 15-30 minutes then restarting. It will also slowiy come down after high speed driving when sitting at an idle for 5-10 minutes. I have found the valve and solenoid and put an ohm meter on the solenoid terminals and it read within specs according to the manual. My question is can it be cleaned and tested and whats the best way to remove it. A new one is about $675.00 (seems kind of high for a small part).
