1990 Mazda b2600 engine performance

My truck has a very bad performance issue. It wont rev beyond 3000 rpm. My model is carby and i had that overhauled and changed the fuel filter, spark plugs, ignition leads and that hasnt done a thing. It doesnt have a mechanical fuel pump do you think my problems could be in the tank.

If in the tank fuel filter should stop it
check for fuel pressure
check exhaust for back pressure
check timing
